The city has received a CSM request associated with the proposed Stori Field residential development

The City has received a Certified Survey Map (CSM) request associated with the proposed Stori Field residential development. The CSM facilitates land division necessary for development of a duplex-style residential project consisting of approximately sixteen dwelling units on a single parcel of land. Based on review of the submitted Certified Survey Map, application materials, and applicable City ordinances and Wisconsin Statutes, the proposed land division is consistent with the City of Richland Center Comprehensive Plan and supports orderly and efficient land use.

The CSM provides adequate public facilities, including access, utilities, drainage, and storm water management, and includes appropriate dedication of public right-of-way and open space. The proposed configuration will not result in undue traffic congestion or adverse impacts to surrounding properties and is consistent with the intent of the Planned Unit Development, or PUD framework. The request meets all applicable zoning and subdivision requirements and will not adversely affect public health,  safety, or welfare. In a special council meeting last night (Monday), the Richland Center City Council approved the survey map unanimously.

A public hearing was then held for the rezoning application of Enke Properties, LLC for the creation of the eight duplex housing development. Some concerns raised was for public safety with the absence of sidewalks and the green space not ideal for the sledding hill in the green space. Also, it was suggested that the developer be required to include stone or brick in the facade of the buildings.

Following the public hearing, the Richland Center City Council discussed the rezoning application from Enke Properties, LLC for the creation of an eight duplex housing development.  It was noted that the General Development Plan (GDP), is consistent with the Comprehensive Plan and supports orderly, efficient land use. The development provides coordinated design, expands housing availability, preserves open space, and ensures

adequate infrastructure and access. It is compatible with surrounding residential uses, will not adversely impact public health, safety, or welfare, and all application materials have been reviewed and found complete. The council passed the rezoning application unanimously.

While the PUD General Development Plan (GDP) establishes the overall layout, density, and design, the Specific Implementation Plan (SIP) provides detailed engineering, site plans, infrastructure plans, storm water management plans, building plans and anticipated development schedule as outlined in Ordinance 400.04(21). A motion was made to accept the SIP and it was approved unanimously by the city council..

In other action the council approved: 

A four year agreement for warning system annual inspection and biennial preventative maintenance with Sheboygan Warning Systems, LLC at a cost not to exceed $12,500.

A conditional use application to Brent and Alyssa Gaffney to build a private garage/accessory building exceeding 3,000 square feet of floor area at 23936 County Highway AA.

A conditional use application to Brad Wagner to allow tire sales and auto repairs at 780 Orange Street. 

And 2026 Contracted Mowing Services Agreement with the lowest responsible bidder, Gary’s Lawn Care LLC.
