Kate Mann is the Public Relations and Communications Officer with the Oshkosh Police Department. She is also the Executive Director of a non-profit organization that supplies first responders with books and other materials to help them connect to and calm children in crisis situations (like a parent being arrested, a fire in their home, a tragic accident, etc.) It is called Reach A Child.
