A massive police presence on Oshkosh's northeast side late Monday afternoon was a result of a swatting incident that has been safely resolved according to authorities.
The Oshkosh Police Department responded at 4.14 p.m.
to the 2000 block of Menominee Drive while investigating what was later determined to be a hoax emergency call to 911.
During the initial call, the caller stated that he shot his girlfriend and had another person at gunpoint.
Residents in the area were asked to stay inside their homes while others were told to avoid the area.
Police had no injuries were reported.
Residents were later told they could leave their homes and travel in the area resumed.
Police said officers responded with assistance from the Winnebago County Sheriff's Office and the University of Wisconsin Oshkosh Police Department.
Officers made contact with a homeowner who advised there should be no one inside the residence and that they were out of town.
Police said officers cleared their
residents and found no signs of a homicide or weapons-related incident.
Swatting is the criminal act of making a hoax emergency call to 911.
Police said swatting incidents are dangerous to law enforcement and the general public because responders initially treat the report as real until proven otherwise.
And the hoax can pull law enforcement and fire EMS resources away from other calls for service.
The Oshkosh Police Department's Criminal Investigation Division continues to investigate
police said there is currently no danger to the public stemming from the incident.
Jennifer O'Connor pleaded not guilty Monday in Winnebago County Circuit Court.
The charges he sold a fatal dose of methamphetamine for $20.
No trial date was set on three charges, including first-degree reckless homicide.
She returns to court November 16th for a status conference.
According to the complaint, police were called to the residence by the victim's roommate.
While the victim was revived with Narcan, he later died.
Police found drugs and drug paraphernalia at the home.
An autopsy determined the victim died.
of cocaine and methamphetamine toxicity.
Police contacted O'Connor who admitted selling the drugs to the victim.
He is identified as V1 in the complaint and autopsy determined the victim died of cocaine and methamphetamine toxicity.
Another competency examination has been ordered for a 26-year-old Lincoln County man who allegedly made bomb threats for sites in Fond du Lac last November.
During a hearing in Fond du Lac County Court on Friday, it was revealed a competency evaluation for Nicholas Wolfe had found him confident.
The prosecution still had concerns about the Tomahawk man's competency, and Wolfe changed his pleas to not guilty and not guilty by reason of mental disease or defect.
The court ordered another mental evaluation.
Last November 21st, Fond du Lac Police investigated three bomb threats in the city.
Threats were made simultaneously to the Fond du Lac County Health Care Center and the Fond du Lac High School.
Following a thorough evaluation, it was determined that the threats weren't credible.
No explosive devices were located.
Another threat was received later in the day for a quick trip store.
No explosive devices were found at that location either.
Two more bomb threats were made later that month.
A status hearing in the case is scheduled for October 21st.
The Oshkosh Police Department's gun-related offenses and gun violence initiative led to the seizure of 53 firearms this past summer.
Through coordinated enforcement efforts, officers seized 14 firearms during July alone.
Firearms were seized from patrol calls for service, such as during a traffic incident in May, where a 32-year-old man pointed a firearm at another vehicle.
located the vehicle and a search of the car resulted in officers locating a handgun.
The man was taken into custody and has since been indicted federally for weapons-related offenses.
Last month, detectives and investigators conducted a search warrant in Oshkosh.
Detectives took a 33-year-old man into custody who had a 9-millimeter handgun and a large amount of cocaine and meth in his possession.
Approximately one ounce of cocaine and four ounces of meth were seized during the operation.
The defendant
range in age from 13 to 48 years old, the 53 handguns were seized during investigations and operations from April through August.
The athletic training lead for SSM Health's Ripon Community Hospital recently worked on a project with two local high schools, providing concussion education and intervention for sports at those schools.
Bob Nelson reports for Civic Media News.
It was part of an evidence-based practice fellowship.
Studies show that between 40 and 50 percent of concussions are not reported.
Chris Schachtschneider did presentations to students at Rippon and Marcus Ann High Schools on the symptoms of a concussion and the consequences of not reporting them.
In going through that presentation to 169 kids throughout two high schools,
I showed a 22% greater likelihood for kids to share their symptoms and concussion injury with either an athletic trainer, a parent or a coach.
Shot Schneider says younger brains are still developing under the age of 25, so they need time to heal properly from a concussion.
He's seen concussion injuries in every sport, including cross-country.
He will give a presentation on his project at a conference for John Hopkins this November.

of the ordinance has compliance, deterrence, and improved public safety.
Penalties are as such for an adult violation for those 17 years old and older at $263.50 and for juvenile violations for those 12 to 16 years old, $55.
The city will be providing further education to residents in neighborhoods that have typically experienced alcohol-related house parties.
The city and its community partners are preparing for the upcoming unsanctioned pub crawl.

A big jump in gas prices this week all around our state, Civic Media's Melissa Kay explains how tensions in the Middle East are fueling price hikes right here at home.
Average gas prices rose 28.8 cents over the last week, the average across Wisconsin on Monday, leaping to 409 per gallon.
This is 18.5 cents higher than a month ago and $1.21 per gallon higher than this time last year.
The national average price of diesel increased 31.6 cents compared to last week, with the average price at $6.18 per gallon.
Officials at GasBuddy say escalating geopolitical tensions on multiple fronts caused these drastic jumps at the pump.
Quote, friction between the U.S.
and Iran, new hostilities in the Red Sea, and the shutdown of Saudi Arabia's east-west pipeline, all combining to jolt prices sharply higher, said Patrick Dahan, head of petroleum analysis at GasBuddy.
He continued that diesel prices could climb even faster after weekend attacks on two additional Russian refineries took them offline.
even with most of the country transitioning to cheaper winter blend gasoline this week.
Ongoing geopolitical escalations will likely offset any seasonal relief.

And you might want to buckle up because gas buddy officials say it's going to be a bumpy ride with continued volatility going forward.
The NFL wants to take a look at Josh Jacobs' home surveillance video before deciding the fate of the Packers star running back.
That's the latest, according to a report by Ian Rappaport with the NFL Network.
A judge recently sealed that video in Jacobs' criminal case.
The order came the same day.
Jacobs accepted a plea deal and pleaded no contest in court.
Prosecutors previously said home surveillance video corroborated relevant portions of the alleged victim's account and showed Jacobs taking her phone and later appearing to damage it.
The Wisconsin DNR is asking energy company Enbridge to stop work on a temporary line by bypass near the site of last month's natural gas liquids leak in Iron County.
Civic media's Maddie Schaefer has the story.
The DNR says Enbridge started work on the bypass without the necessary state approvals after the agency told the company permits would be required.
Enbridge says the roughly 1,500-foot bypass would allow Line 5 to return to service while cleanup and repairs continue near Saxon.
The company has set an unoccupied subcontractor truck rolled into an open excavation on August 25th and struck the pipeline, releasing about 1.3 million gallons of natural gas liquids into the atmosphere.
In a letter sent
On September 9, DNR Secretary Karen Hyun asked Enbridge to stop construction of the bypass and prioritize work at the spill site.
The DNR also issued a notice of noncompliance, saying Enbridge does not have the state approvals needed for the bypass work.
In an email to civic media, Enbridge spokesperson Julie Kellner said the company is working on the spill site and the bypass at the same time.
She added that the company will continue to work with the DNR on relevant permitting.

The DNR says it will continue monitoring the site and may consider enforcement action.
A major power line project is facing opposition in the southern part of our state, too.
City leaders in Whitewater say the proposed route could interfere with planned neighborhoods, a high school, and technology park.
The $1.2 billion project would carry electricity across southern Wisconsin and into Illinois on towers about 175 feet high.
MGS, the company developing the line, says the routes are preliminary and that Whitewater's concerns will be considered.
More public meetings are planned for late fall, with construction possible through 2033 if state regulators approve the project.

We just talked about some of our events that we're hosting and programming that we are here to assist businesses within Fond du Lac County doing things like advocacy and making sure that pro-business policies remain top of mind for both our local officials and state.
officials, which actually then leads into one other event that I did want to put a plug in for is our top 101, so public office preparation.
This will be in its fourth year that we're hosting, holding this.
We created this program because of the advocacy work that we do.
And what we started to see in here is
There is a lack of understanding of what's out there.
Maybe, you know, a lot of times people think, well, should I run for county board or should I run for city council?
Uh, which are important.
And there's a lot of other opportunities people can serve their communities without having to be an elected official.
Maybe it's serving on your planning commission and your township or
serving on your library board or your sanitary district board, you know, something that maybe you never even think about, but you certainly appreciate it when you can turn on your sink and the water goes away or flush your toilet and that goes away.
So this Pop 101 is a way to demystify what
public service can look like, give folks an introductory course of what's out there, maybe how they would get into it, how, if they wanted to run for office, how they would create a platform or what forms they need to fill out and what they can expect, how to have a radio interview.
Because while I've been doing this for many, many years and
comes kind of naturally, it isn't a natural thing.
