Today, familiar face back in Milwaukee.
It's former Bucks forward Larry Sanders, who stepped away from the NBA more than a decade ago.
Now he's back in Milwaukee with a new mission.
Sanders says his return is focused on community outreach as well as mental health advocacy.
After spending his first five NBA seasons with the Bucks, he left the league in 2015.
setting struggles with his mental health.
And since then, Sanders has become an advocate for mental health awareness.
He says he wants to bring that message back to his city.
He still calls home.
I feel a lot of support here when I play when I left and wanted to, you know, give the things that I've gathered and returning back to the city, you know, show my appreciation for the support they've given me.
Sanders first initiative was a community collaboration event with broke life clothing in downtown Milwaukee today.
The event just wrapped up at the top of the hour, but Sanders says his return is not just for this weekend.
He hopes it marks the beginning of a long term commitment to communities across the Milwaukee area.

We go in there across from us.

So we go, uh, we go in there in the emergency room, but across from us is a guy that's been shot in the hand.
Now I'm thinking they gon' take him first for real.

They came out and got candle.
And I was like, Oh, but he could go.
No, he can't go.
Your son's having an allergic reaction.
And he might not be able to breathe, you know, because his eyes.

We know what's going on with him.

But when a 99 year old woman needed help recently and call takers could hear her being physically threatened, Milwaukee police officers didn't arrive until two and a half hours later.
This week, the city department of emergency communications will be investigating exactly what went wrong.
Tonight, Sam Kramer is hearing from employees who worked inside the department.
911, what is your emergency?
This is this National Emergency Center operator two zero three one four.
I currently have my caller on hold.
There's an ongoing domestic violence issue
within 12 seconds.
A third party answering service told a call taker at the city of Milwaukee's Department of Emergency Communications.
A woman was in danger.
Did they ever confirm that there was a physical fight or you're just hearing what you believe is a physical fight going on?
I can take them off hold and you can hear too.
No, I'm asking, did you ever speak to them?
Did they ever confirm?
No, no, no worse contact.
What was going on?
No, no worse contact.
Minutes later, a second call taker did hear it.
Still, police and fire did not respond until more than two and a half hours later, when the 99 year old victim picked up the phone
herself.
I need help.
Only then, when call takers at the department heard from the victim directly, did an employee elevate the call to require an immediate response.
That delay launched an internal investigation.
It's also caused frustration among current employees.
Why are you talking to us?
Let's start with that.
because I see an issue within the workplace.
We agreed to conceal this person's identity and voice because we're concerned about jeopardizing their job, but they felt strongly the public needs to know.
So I asked them how they would have handled this differently.
Looking at that and trying to put myself in that.
In that moment, I would have called my supervisor immediately.
I understand that, I know that we can only enter it as a certain call type.
I would have called my supervisor and said, hey, I need you to listen to this.
This is, I know that they're not seeing this, it's their party, but you've got to listen to this.
It seems like it might be bigger than what it is, and we need to get, it's been sitting, we need to get somebody out there.
I would have definitely pushed it through to my supervisor and said it needs to be looked at.
In the city of Milwaukee, 911 calls are answered by employees known as universal call takers or UCTs.
Think of them as triage.
It's their job to get the details.
Your location, a callback number, generally figure out what's going on before they pass that call to either a police dispatcher or a fire dispatcher so that they consent the appropriate response.
The employee we spoke with says they think call takers are too focused.
on moving the calls to dispatch, helping meet national standards for response times when they should be focused on the information.
I could tell by the text that's entered in these calls as they're being sent over that we're not asking the questions effectively in the right order.
We're just kind of, it's more of a conversation and they're not getting the meat of who we're going to, what's going on.
how long did this happen where did it happen you know we're not asking those questions we're just going to start getting the call in and a lot of times it leads to a strain on resources because we're entering calls incorrectly and having to send them this high priority when ucts could ask more questions to get the information

That's why they need supervisory approval.

And I think that's where the divide is coming.
The police now think they're running something when we should be running them.
You live off of us.
And if they're getting in trouble for doing a 911 call comes in and then they get there and it's a fake call.
and the dispatcher is getting in trouble.
That's a problem that we need to talk to the people at that police commission, because they shouldn't be getting in trouble for taking the call.
And then sending somebody, if I call them and say, hey, I had emergency phones been shot, and then they get there, and my cat is up a tree, who can we met at the dispatcher?
I'm confused with that one.
That part is a little bit confusing.
What happened totally is bad, but that part is a little messed up.
If they can't just call a squad and make a squad, they're where it needs to go for the fire department.
That's another problem.

Because that means somebody is saying, oh, we take, you don't waste our time, but you're on my time getting paid.

other scenario is either they was getting high and asking or they could be died.
But I think they was getting high and doing some good dough.

but they'd have all the other information and some of the other interactions because Cory Ruiz they they they had all his stuff all of his prior stuff and Interactions with law enforcement and everything right that came out quick right They put up all criminal complaints right again is It's you already know

It is it is so heartbreaking and traumatic read.

Got a message saying that they send the police, if you call 911, they send the police immediately to fake swatting calls that are anonymous.
They ain't even saying who they are.
It's a fake swatting call.
And so they said, this is unacceptable and normal for them.
And they say it as in police.
Wow.

ask him some of these things about because, you know, we've had a few things that we've got questions about about how does this part work?

The swearing, you know, use the curse words, you know, like, is that against the policy?
because I haven't seen too many arrests that I haven't heard them doing that, even on body camp.
They don't care.

What happened to just get on the ground?
Yeah.
You can just say it more aggressively, but you know,

You know with the muffled right and then they can make a man sound like a woman to throw people off.
You know what I'm saying?

Sometimes it's a man that's talking and it sounds like a man just
Old child prosecutors charged the baby girl's mother with child abuse causing death according to the criminal complaint Mackenzie Critten told investigators She was frustrated with the child crying and pressed the baby's face against her body until the infant stopped breathing The complaint also says Critten admitted to similar behavior before and says relatives saw it happen and
Yeah, yeah, but
This criminal complaint I mean, I think it'll make some of the strongest people if you have tear ducts cry or get emotional at the very least The amount of abuse with what you heard them say that she smothers this was her way of in the her words now in the criminal complaint
of whenever the baby cried, that's how she would make the baby stop crying.
She would hold the seven month old girl and this was before the girl was seven months.
You know, throughout, you know, she would hold her against her breast and smother her and hold her tight until she started turning blue.
And then she would sit the child down and hope that the baby wakes up.
And that's, and so this was her pattern of practice.
She would do that.
And then just she, so she was so shocked that the baby didn't wake up this time because normally she eventually ends up waking up from being smothered and turning blue.
So this, wow, she turned blue and didn't wake up.
body was cold to the touch.
They had to, you know, they were able to, they worked on her at the house for a long time and was able to get a faint pulse.
But by the time they went to the hospital and they tried to.
So was it the
No, it was paramedics because then the, uh, this is, that was the first time that the police were called.
If you heard in that, they were saying that, uh, she's done this several times, but there was never a call.
And there were people that resided there and even the father and they would see this.
And even if they, you know, try to revive the baby or whatever they may have done, no one ever called the police.
And that's why I say and I stand on that they failed.
They failed that seven month old girl.
Yeah.
You know, it's it's one thing to do CPR if you're you know trying to help revive the baby But right where's the call if you know that this is a pattern of practice She said and admit it that family members are new You get what I'm saying they've witnessed this over weeks And so I'm saying my my thing with that is if you have right Why not call you know if you know like so whether she has
mental health issues, whatever the case may be.
And I'm not saying that she's been diagnosed with that, but I'm saying when were you going to call an ambulance?

When were you going to call the police?
Well, the Ryan, we started out with some great news.
We talked about the fact that Larry Sanders, former Milwaukee Bucks player.

We also talked about the Black Arts Fest MKE and how amazing that was.
We also talked about the Bronzeville Arts and Cultural Festival that took place.
And of course it's Bronzeville Week and there's many things going on throughout the week.
So yeah, yeah, we started out with a lot of great things.
But again, we cannot deny these unfortunate horrific situations that are going on as well.
And we can't.
not update people on reports that we talked about and after getting more information.
So that's just my stance on it, you know, I tell you on the YouTube.
Yeah, yeah, I tell people, you know, I can't wait for the day they don't give us any negative news to talk about.
I love to not have to hear that three people were shot over the weekend.

And I think that's where the divide is coming.
The police now think they're running something when we should be running them.

And if they're getting in trouble for doing a 911 call comes in and then they get there and it's a fake call.
and the dispatcher is getting in trouble.
That's a problem that we need to talk to the people at that police commission, because they shouldn't be getting in trouble for taking the call.
And then sending somebody, if I call them and say, hey, I had emergency phones been shot, and then they get there, and my cat is up a tree, who can we met at the dispatcher?
I'm confused with that one.
That part is a little bit confusing.
What happened totally is bad, but that part is a little messed up.
If they can't just call a squad and make a squad, they're where it needs to go for the fire department.
That's another problem.

Got a message saying that they send the police, if you call 911, they send the police immediately to fake swatting calls that are anonymous.
They ain't even saying who they are.
It's a fake swatting call.
And so they said, this is unacceptable and normal for them.
And they say it as in police.
Wow.

ask him some of these things about because, you know, we've had a few things that we've got questions about about how does this part work?
Right.
The swearing, you know, use the curse words, you know, like, is that against the policy?
because I haven't seen too many arrests that I haven't heard them doing that, even on body camp.
They don't care.
It don't matter.
Okay.

What happened to just get on the ground?
Yeah.
You can just say it more aggressively, but you know,
back You They could get you shot

It's a system designed to answer every call for help but when a 99 year old woman needed help recently and call takers could hear her being physically threatened
yeah, and they can't even try to say oh, they done it because no no no no I'm sure that there's a policy.
That's why you tried to do it anonymously Yeah, yeah, so you was talking about in-house business Mm-hmm outside the house literally literally outside the house literally It's literally or she was literally outside of the house because you know those voice morphing right can make a woman sound like a man
You know with the muffled right and then they can make a man sound like a woman to throw people off.
You know what I'm saying?
Right?
Sometimes it's a man that's talking and it sounds like a man just
Old child prosecutors charged the baby girl's mother with child abuse causing death according to the criminal complaint Mackenzie Critten told investigators She was frustrated with the child crying and pressed the baby's face against her body until the infant stopped breathing The complaint also says Critten admitted to similar behavior before and says relatives saw it happen and
Yeah, yeah, but
This criminal complaint I mean, I think it'll make some of the strongest people if you have tear ducts cry or get emotional at the very least The amount of abuse with what you heard them say that she smothers this was her way of in the her words now in the criminal complaint
of whenever the baby cried, that's how she would make the baby stop crying.
She would hold the seven month old girl and this was before the girl was seven months.
You know, throughout, you know, she would hold her against her breast and smother her and hold her tight until she started turning blue.
And then she would sit the child down and hope that the baby wakes up.
And that's, and so this was her pattern of practice.
She would do that.
And then just she, so she was so shocked that the baby didn't wake up this time because normally she eventually ends up waking up from being smothered and turning blue.
So this, wow, she turned blue and didn't wake up.
body was cold to the touch.
They had to, you know, they were able to, they worked on her at the house for a long time and was able to get a faint pulse.
But by the time they went to the hospital and they tried to.
So was it the
No, it was paramedics because then the, uh, this is, that was the first time that the police were called.
If you heard in that, they were saying that, uh, she's done this several times, but there was never a call.
And there were people that resided there and even the father and they would see this.
And even if they, you know, try to revive the baby or whatever they may have done, no one ever called the police.
And that's why I say and I stand on that they failed.
They failed that seven month old girl.
Yeah.
You know, it's it's one thing to do CPR if you're you know trying to help revive the baby But right where's the call if you know that this is a pattern of practice She said and admit it that family members are new You get what I'm saying they've witnessed this over weeks And so I'm saying my my thing with that is if you have right Why not call you know if you know like so whether she has
mental health issues, whatever the case may be.
And I'm not saying that she's been diagnosed with that, but I'm saying when were you going to call an ambulance?

When were you going to call the police?
Well, the Ryan, we started out with some great news.
We talked about the fact that Larry Sanders, former Milwaukee Bucks player.
coming black doing what he's doing for the community here.
We also talked about the Black Arts Fest MKE and how amazing that was.
We also talked about the Bronzeville Arts and Cultural Festival that took place.
And of course it's Bronzeville Week and there's many things going on throughout the week.
So yeah, yeah, we started out with a lot of great things.
But again, we cannot deny these unfortunate horrific situations that are going on as well.
And we can't.
not update people on reports that we talked about and after getting more information.
So that's just my stance on it, you know, I tell you on the YouTube.
Yeah, yeah, I tell people, you know, I can't wait for the day they don't give us any negative news to talk about.
I love to not have to hear that three people were shot over the weekend.
