former Milwaukee County Judge Hannah Dugan will be sentenced in her felony obstruction case.

Okay.

Dugan was convicted last December

keeping federal agents from making an immigration arrest outside her county courtroom.

Okay.

The US government is pushing for a strong sentence, but legal experts say it's unlikely that Dugan will spend time behind bars.

Dugan is expected to speak at the sentencing hearing.

making her first public comment since the incident last April.

The federal judge will weigh several factors before handing down the sentence, including her history, character, and the severity of the offense.

Justin Padway, an attorney with Padway and Padway, told us anytime your freedom, the thing we value the most in the world is in jeopardy.

Here she faces five years.

The prosecution wants 16 to 21 months.

That's concerning.

Duggan could be sentenced to the maximum five years in prison.

She could get no days in prison or anything in between.

Duggan's public arrest and subsequent trial contributed to volatile political debate over national immigration policy.

The US government is pushing for the 15 to 21 months in prison recommended by federal sentencing guidelines.

The government wrote in a court filing, Duggan's conviction warrants a serious sentence to reaffirm that no one is above the law.

The assistant US attorney wrote risk sending the opposite message, but we got the message in the White House.

Padway said, frankly, it rubs me the wrong way.

I think she's being treated differently.

This

is a

person that should be treated based on her body of work, not her position at the time of the offense.

Padway argues the government is trying to unfairly make an example of Dugan.

But he says her history of helping others, her lack of a criminal record and resignation from the bench work in her favor.

Federal

Judge Lynn Adelman is not bound by any guidelines and consentence at his discretion.

On Wednesday, each side will present its case.

Dugan's legal team is asking for a sentence of time already served.

Pat Ways say they'll work, they'll work to convince the judge of her good character.

Her team pointed to no prior criminal record.

The offense was isolated and unique, and there is no possibility of her repeating it.

More than 20 people submitted letters on Dugan's behalf, describing her as inspiring, caring, thoughtful, and modest, always willing to help and a selfless contributor to the public good.

And Dugan is expected to directly address the court for the first time.

Padway said, I think.

It has a massive impact.

She can express remorse.

She can express some form of black ground as to her decision making at that point in time.

While Padway thinks it's highly unlikely that Judge Edelman will sentence Dugan to prison, nothing is for certain.

Pat, we say we prepare our clients the best way we can with our experience, and you can't make any promises.

But in this specific case, I don't believe she'll serve time for this offense.

The sentencing hearing is scheduled to begin at 11.15 a.m.

at Central Standard Time at the federal courthouse in downtown Milwaukee.

Regardless of the sentence that is handed down, Dugan's team has indicated they plan to appeal.

She may serve more time than the person that she was trying to help.

Strip Club could have its license revoked or even suspended.

Tonight the Common Council voted in favor of having a hearing to decide the fate of on the borders license.

Fox six is Ashley Sears live with what happens next.

That hearing will take place here at City Hall and the Common Council will ultimately make that decision after hearing the facts of the case.

Now on the border has been at the center of a human trafficking investigation.

Prosecutors charged four men in connection with sex trafficking at the club, including the manager.

Last month, prostitution charges were brought against the business itself.

In early June, three members of the Franklin Common

council voted in favor of renewing the strip club's license and three abstained.

Ultimately it was decided that vote meant on the border would keep its license for now.

Tonight the common council voted to hold a hearing in the next 10 days to decide if that license will be revoked, suspended or

renewed.

We would have a presentation of fact to make a decision.

Testimony, presentation of fact, and on the border, if they would choose to have a legal representation, would be able to argue, dispute, and try to get their case for

me.

Everything's going to be on that date.

So that date, the 16th, would be a decision date.

Again, that hearing will be happening next Thursday at 6 30 here at City Hall and the Common Council will make the ultimate decision about what's next for the strip club.

When I say for a person that still has or is being affected by it, they like

And if you're the one that's impacted by regular crime all the time, there's always something going on and you live in a certain area.

then it probably don't feel like it changed at all.

It may feel like it's gotten worse because it may have even more directly affected you.

It's like having a disease, but it doesn't affect you until you or somebody close to you gets it.

And you know, one of the other things that they're able to tout again, if you are there in that 2 percentile,

the Milwaukee police department also reported a 98% homicide clearance rate.

Milwaukee is a safer community and compared to last year by crime is down 8%.

This is great news for our community.

New at five Milwaukee city leaders celebrating a significant decrease in overall crime so far this year that includes a drop in homicides.

While the numbers on paper reflect progress, not everybody feels this.

One neighborhood is seeing trouble at Sherman Park.

Shootings there have more than doubled tonight.

TMJ force Ben Jordan brings the concerns of one Sherman Park mom directly to the chief of police.

In the first half of the year, MPD data shows there were fewer than 50 homicides, marking a 30% decline compared to this time last year.

But one Milwaukee neighborhood on the north side is seeing the opposite with a more than 200% increase in shootings.

There's always an issue with crime in this neighborhood.

It's a problem.

Delana Reed has witnessed get worse and she says it's now affecting her family.

I have a family of five and I can't even bring him to the top lot across the street.

why is that?

It's not safe.

There are teenagers constantly doing inappropriate things

while MPD crime data shows overall shootings across the city are down nearly 30% where Delana lives in Sherman Park has gone from four shootings this time last year to 13 this year.

I know you know there's a staffing issue.

I know they've been having a hard time getting people to want to be police in Milwaukee.

but that doesn't mean that we can neglect the things that need our attention.

Reed says she wants to see more officers during peak crime hours.

What would you say to the Sherman Park mom I spoke with who says she doesn't feel safe?

taking her kids to the tot lot across the street due to crime in the area.

First of all, so I hear you and I see we went to a news conference to ask the police chief what Reed wants to know.

Some in the community in Sherman Park in particular want to know if MPD has the capacity to put more resources in that particular area.

How do you respond to that?

Yes, we do.

We do.

I think that is important to show that we see these type of flare ups and issues that we do, but there is a thing about over policing.

Reed understands the concerns about over policing neighborhoods.

but also believes more officers in the area could be a positive.

When some people have interactions with the police, they do tend to change their behavior sometimes.

So if we could get that over here where they're just stopping by making their presence known, it would deter a lot of that negative behavior.

Overall, major crimes are down 7% across the city.

According to MPD data, it is important to note the Milwaukee police chief says 98% of murders within the first half of the.

have been solved.

Until Milwaukee gets to the faces, the fact that there are people here who we need to get out of our community, they have to go.

And I look at it from the standpoint of if you put these people in Port Washington, they run them out right away.

I pay higher taxes than they do in Port Washington.

Why do they get to keep a good city and I can't have a good city?

What about Milwaukee makes us have to keep these people here?

Why can't we make them leave?

And I know that sounds so cruel.

And the people in West Bend or any other city aren't going to say where they're going to go.

They just going to let them go.

And I think we need to come to that also, that it has to be understood that I want the same things that they have in Brookfield.

That means some of these people in Milwaukee have to go.

And that's the biggest thing.

We don't need more police.

We need less of them.

I don't know how to say it where it doesn't sound cruel because the people do look like me but y'all have taken this town and and just it's just not I sometimes think some of these people are from another planet the things that y'all are doing aren't even earthy like they're just stupid and

I mean, from just running stop signs, running red lights, making you turns on a red light at a major intersection.

Who does that?

It's something mentally wrong with you.

And we don't have the money to fix that.

We do have the money to get you out of here, though.

And I think that's what we're going to have to work on.

I understand we want the city to grow, but we needed to grow with a certain type of people, not what we have right now.

Some of these people, we just need to run them out of our city.

You can't give people character.

One of the things that they did now.

I would tell you, in comparison to living out here,

there

is no hood there.

There's never been a hood.

Anybody says there's a hood out there lying because they ain't lived out here.

But there's an area that they refer to that everybody thinks or was the hood now.

You know some of this happened because of You know That land it's called the Central District.

They call it the CD.

Okay and some of these some of The takeover of the central area happened because

You know the land became more valuable So you had a lot of homeowners Selling their homes and a lot of Caucasian people buying up this property because downtown With the you know all the things that are going on there Microsoft all of that it became more valuable.

So you had a lot of black people

you know, selling their homes and people that weren't homeowners, the people that owns the apartments they were living in started, you know, shaking them off and and charging more for rent.

And so what happened was that a lot of the people of color that used to live over there and in, you know, what they would call the south end of Seattle were out.

So what they did was they priced them out like the projects and all that kind of stuff All that is pretty much gone because what happened was they decided they're gonna make it affordable housing But what they did was made it unaffordable.

So, you know Those people are now spread out into cheaper areas that are further out

And they're more spread out, if you know what I mean.

So all the things that would cause that whole hood effects

and all

that kind of stuff is gone.

So they do have like gang activity, but a lot of those are Asian gangs.

A lot of the black people that they had are out further and spread out so much that, you know, it's sparse.

It made it all sparse.

So, I mean, if Milwaukee wanted to really clean up the area, that's that's that was one way of doing it.

I don't know if I don't think it's beneficial, but I mean, because our people are so spread out there now.

And, uh, and it's like, even with like some of the bars, I guess, in those districts, uh, that they have like that, if you are caught within 500 feet of a establishment that sells alcohol with any of the things that you're not supposed to have, automatic jail time.
