breaking news out of Kenosha this morning.
We now know that one person is dead and a suspect is in custody following a deadly shooting that started at a local bar and then turned into an officer involved shooting this morning.
We are now joined live by Kenosha County beat reporter Ben Hansen.
Ben, I know you've been on this story all morning long.
We just got this pretty detailed press release from Kenosha Police and you're also talking to folks who.
live nearby the scene as as to what they've witnessed in all of this.
So let's start with the latest from Kenosha Police.
What are they telling us about this investigation?
Yeah, exactly.
So Kenosha police are now confirming with us that this is a fatal shooting that happened late yesterday night at shenanigans bar right behind your tavern.
I'll give you a kind of look at the scene.
We can still see police tape up around here, but let me get into the information behind this press release.
It happened late Sunday night, like I said, at around 8 30 near the corner of 52nd and 25th.
That's where shenanigans is.
Officers responded to shots fired at shenanigans tavern.
They found a 33 year old man who died from being shot inside the bar.
They were saying the 45 year old male suspect ran from the scene and then when officers responded to the scene, they found that suspect and that suspect shot at Kenosha police when they arrived.
Those shots didn't hit any police.
They only hit the squad car and as of now, no, we know or we're not being told that any Kenosha police were hurt.
They were saying that these shots just hit the side of the
squad car.
And so police shot at the suspect back.
Some neighbors saying that it was over 20 shots that were fired out.
He was arrested.
after Kenosha police shot at him, the neighbors were saying that this suspect was shot in the leg or the ankle.
Kenosha police arrested him and Kenosha police are reporting in that press release that we got that he is still alive.
And so both the officer involved shooting and the shooting inside of this bar are being investigated.
There's a press conference later today where we will try to get more information for you viewers.
But we're still trying to get a lot of information, not only from the Kenosha police,
but also information from neighbors, neighbors who had to live through this yesterday night.
We were talking to Stephanie Redisk, a neighbor that's just down the block that way and was right near where the suspect was arrested.
She was saying she was watching just TV last night and she heard all these gunshots.
She said she heard about 20 of them just ringing out right next to her house and she said she ducked for cover.
She was fully under the windows, not really knowing what was going on.
She heard shouting between.
What she thinks is the suspect and police shouting back and forth.
And then she didn't really know when to get back up.
She said that she didn't get any communication from Kenosha police about when it was safe to leave her house when it was safe to get back up.
So she kind of made that determination herself, but overall she's just heartbroken about the situation.
It's a lot going on in Kenosha too.
I'm not mistaken.

Sunday Kenosha police responded to shenanigans bar and grill near 52nd Street and 25th Ave were reports of shot fired officer found 33 year old on tarot and tarot Casper Medina inside with multiple gunshot wounds He died at the scene despite life-saving efforts Medina was a father of three
Born and raised in Kenosha family and friends described him as outgoing deeply connected to the community One childhood friend put it plainly.
You can't walk around Kenosha or go to a bar go anywhere without knowing who Casper is This is a So sad situation man because sounds like this put a huge
a huge ripple in the community of Kenosha.
So once again, thoughts and prayers go out to them.
It was a shootout that followed.
I can't remember where I saw the video, but it was a video.
Of what happened when the officers pulled up says the suspect 45 year old.
Adam threat, Threlkold of Milwaukee fled the bar.

Breaking news at five bullets fly in Kenosha, a homicide and a police shooting, what we're learning about the suspect and the crime scene.
And that's where we're going to begin this Monday at five, a fatal tavern shooting that led to a shootout with police.

We also have body cam now when Kenosha police called in gunfire from a man who allegedly just killed a 33 year old at a Kenosha bar.

and about a block away near 24th Avenue and 53rd Street, open fire on responding officers hitting a squad car.
Two officers returned fire and struck him.
No officers were injured, as we just heard.

See who the suspect was.

That's the number to doubt.

We're talking about the situation that happened in Kenosha at the spot called shenanigans or bar called shenanigans.

35 years old and he said, why were you shooting so low?

Chief Pattern described Trenkel's criminal history as extensive list in prior arrest for sexual assault, strangulation, suffocation, exposing himself to a child, battery, disorderly conduct, vehicle theft and burglary.

So what happens now?
Two separate investigations are underway.
The Kenosha Police Department is investigating the bar homicide itself while the Racine County Sheriff's Office is leading the investigation into the officer involved shooting per standard Wisconsin protocol for police use of force.
The two involved officers have been placed on paid administrative leave, also standard procedure, not a sign of wrong doing on its own.

are pending as this tape.
A man with a documented history that serious was out in a neighborhood bar on a Sunday night.
Whatever the specific legal reason turns out to be, this is exactly the kind of case that should force a real conversation about why the system tracks or how.

I'm just going by what I hear and I'm gonna go into this budget 2027 budget.
Okay We gonna talk about this the top line numbers
Mayor Cavalier Johnson proposed 20 27 budget totals 2.26 billion dollars.
Jesus.
The budget is up 185.4 million or 8.9% from 2026 is 2.076 billion.
But most of that increase.
Is it new day-to-day spending?
I feel like I could just get an idea of where it's going.
Capital Improvement Authority rises 79.9 million.
Debt spending rises 54.4 million.
Excuse me.
And employee retirement spending alone rises $12.2 million.
General city purposes spending, the actual day-to-day operating budget, it rises as much smaller 31.1% million, meaning the headline number isn't inflated by capital projects and fixed obligations.
Not runway operational growth First of all, I didn't even know we could up our budget like that.
We're gonna be close to three billion in a little bit It'd be interesting to see how our budget grew over the time The city started this budget cycle facing a gap approaching a hundred million dollars
Johnson closed it through a quick through a mix of reserve withdrawals, increased revenue.
And spending reductions.
A familiar playbook.
This show has covered before, but Comptroller Bill Christianson's own new five year financial forecast puts a harder number on what's coming.

in 2027, growing roughly 104.5 million by 2031, if nothing structurally changes.

A third asphalt warmer and a fifth pothole fill in machine, which Johnson's office says could fill 1800 potholes a year on its own.

We gonna talk about this The top line numbers Mayor Cavalier Johnson proposed 2027 budget totals 2.26 billion dollars Jesus The budget is up 185.4 million
or 8.9% from 2026 is 2.076 billion.
But most of that increase.
Is it new day to day spending?
I feel like I could just get an idea of where it's going.
Capital Improvement Authority rises.
79.9 million debt spending rises 54.4 million.
Excuse me.
An employee retirement spending alone rises $12.2 million.
General city purposes spending, the actual day to day operating budget, it rises as much.
Smaller 31.1% million, meaning the headline number isn't inflated by capital projects and fixed obligations, not runway operational growth.
First of all, I didn't even know we could up our budget like that.
We're going to be close to three billion in a little bit.
It'll be interesting to see how our budget grew over the time.
The city started this budget cycle facing a gap approaching $100 million.
Johnson closed it through a quick, through a mix of reserve withdrawals, increased revenue and spending reductions.
A familiar playbook this show has covered before, but Comptroller Bill Christianson's own new five year financial forecast puts a harder number on what's coming.
A 52.5 million dollar gap specifically in 2027, growing roughly 104.5 million by.

to the budget funds, three full Milwaukee Police Department recruit classes up to 65 people each, the maximum allowed.
But due to retirements and arbitration, the administration's own projections is that average sworn strength only grows from 1,565 officers in 2026 to 1,000
579 in 2027.
What the hell is that?
That's like, what, 14?
That's a net gain of just 14 officers despite funding recruit classes at full capacity.
I don't even understand how this math is math.
So what are they saying?
More people are retiring than they could hire?

The city has struggled for multiple years running to even find enough qualified applicants to fill the classes.
It's already funded.
Meaning the staffing problem isn't plural, purely a budget problem anymore.
It's a pipeline problem.
Money alone doesn't solve.

Common Council now spends the next several weeks reviewing the proposal and filling amendments.
The finance and personnel committee has led similar amendment pushes in the past cycle at a library hours street funding.

2027 budget in early November.
I don't understand how all these politicians down there ain't nobody thought about how the hell we can make some money yet other than raising the cost of things for us.

Are we are not paying attention to the cost of raising a child?
Are we not paying attention that minimum wage is still $7?
We have a bunch of bad deals that Milwaukee has accepted and passed that is breaking our community.
We talked about the pension crisis.
Nobody talks about us giving away.
100% of the hotel tax that we was collecting in the city.
We gave it all away.
What could have grew to hundreds of millions of dollars?
The gap that we have to borrow from a reserve fund to fill.

Wisconsin Center District got it now.
It's day money now.
Every hotel tax, every Airbnb, all of that goes to them to help keep the Wisconsin Center District good.

None of that gets to hit the north side.
None of that gets to... I'm not knocking the Wisconsin Center District because it also funds things like Visit Milwaukee.
And I get it.
We need some like Visit Milwaukee to tell the story.
Or to at least Help the narrative of this ratchet town who was going on somebody got to make it look good around here.
I guess Attract people here, but what I'm trying to get to is that why have we not looked at how can we generate revenue yet?
Different new revenues it can't just be taxing the people that live here but everybody that come in from
other cities or other counties come in, work, tear our roads up and leave.
No tolls, no nothing.

Right again, I should call mark myself I Should call mark my damn self Let's get into it the backstory the 2024 raise and why it had to be redone.
Okay Okay, this is answering some questions here So maybe I was wrong maybe the word on the street is wrong
It's not a it doesn't sound like it's another one says it had to be redone So in January 2024 After 16 years without a raise the Common Council and mayor gave themselves a one-time 15% pay bump Orders from about 73,000
to 84,205, the mayor from about 147,000 to 169,000, and set up a system automatically tying future elected officials raises to whatever raises generally city employees receive capped at 3% a year.
New city attorney, Evan Goyke, who unceded the previous city attorney in April 2024 election,
later determined that automatic tie system likely violated state law because it meant sitting officials were effectively voting themselves a raise anytime they approved a raise for the city employees.
That's precisely the kind of self dealing state law is designed to prevent.
They said, who do you know receives 15% to 20% raise?

They eating off of us 100%.
Even when I ran for office.
It's going to be a common thing.
I said, I wasn't even going to take the pay, y'all.
I said, I wasn't going to take it.
The pay.
I said, put it into the arch program.
The arch program was a program designed to take city-owned houses that I introduced You know the rapper to all the women cogs and Russell staffer and they then turned it into policy Off a conversation shots out to orders that listen and take action But see the thing is You got to fund things like that.
So they put a hundred thousand dollars into a budget for four arch programs
taking city-owned houses and putting them in the hands of local creatives, entrepreneurs, or business owners.
that wanted to transform dilapidated city owned properties into thriving places where they could either live, work, sell or showcase their art, talent or creative endeavors.

State Bob Donovan raised a sharper, more strategic objection with the city separately asking state lawmakers in Madison for more shared revenue.

This is the exact same city, the exact same day, the exact same elected body hours after presenting a budget with a projected $52 million gap for 2027 and warning residents about tight finances and the need for more state-shared revenue the Common Council voted to lock in future raises.

Ranked in file orders, current salary 84,000 already runs about 48% higher than what a typical Milwaukee household brings in before the new 2028 numbers are even factored in.
This isn't uniquely a Milwaukee fight.
Green Bay's Common Council recently went through nearly the identical debate.
Ultimately, setting 140,000 as their next mayor salary, one council member there explicitly argued Green Bay shouldn't be compared to typical Wisconsin cities because of the Packers presence.
