For all of the partisan disagreements about the state budget, there was one area (one!) that seemed to have bipartisan agreement: raising the level of state reimbursement to local school districts to help offset the heavy expense of special education. But the actual reimbursement level this year isn’t close to what was sought in the budget. We’ll ask Rep. Angelina Cruz (D-Racine) why that happened and what her “Keep Our Promise” bill would do to change the way special education is funded in Wisconsin.
