U.S. District Judge Loren L. AliKhan for the District of Columbia issued a hold on the memo until next Monday. Still, so many organizations are already scrambling trying to understand how the memo- not a bill, not an executive order, a MEMO- will affect them. As Judge AliKhan says, it certainly appears that the federal government, in issuing this memo, did not understand the breadth of those who would be affected.
