With massive reductions in staff, many essential functions which the DOE is involved with are struggling. Among those functions is working with children with special needs. Testing, creating Individualized Education Plans (IEPs), and providing kids with the care and opportunities they need. Every day that these services are delayed is a day that sets these kids back.
