Racine Offers Homeowners Up to $5,000 to Help Prevent Basement Flooding
RACINE, Wis. (WRJN) – As warmer days and heavy spring rains approach, the City of Racine is reminding homeowners about its Sump Pump Program. The effort aims to prevent basement flooding and ease strain on the sanitary sewer system.
The initiative offers up to $5,000 per eligible household to disconnect old foundation drains from sanitary sewers and install pumps that redirect groundwater to yards or storm drains.
The program targets homes built before 1954, many featuring what are called Palmer valves that allow stormwater into sanitary lines meant only for wastewater from toilets and appliances.
A recent city study showed excessive inflow during storms overwhelms the system, causing backups. That leads to higher treatment costs at the Racine Wastewater Treatment Plant and potential overflows into Lake Michigan.

Homeowners can apply online, get quotes from plumbers, and choose from approved licensed contractors. The city reimburses contractors directly up to $5,000 after inspections and homeowners will have to cover any excess costs.
Applications are first-come, first-served until funds run out. The city allocated $500,000 this year for 100 homes, part of a goal to install 2,000 pumps by 2031.
