APPLETON, WI- (WISS) –  The Fox Cities Chamber recently released the results of its 2025 Economic Outlook Survey. While the survey doesn’t include a statistically valid sample size, it does provide a general understanding of regional economic trends and business sentiment.

The survey was sent to 140 businesses and organizations across Outagamie, Calumet, and northern Winnebago Counties. It is designed to provide insights and inspire dialogue. 

2025 Economic Outlook Survey Key Findings

Business Performance & Expectations

  • Revenue & Profit Trends: Most businesses reported stable or growing sales and profits in 2024, with expectations for continued growth in 2025.
  • Employment Outlook: Most businesses anticipate maintaining or increasing employment levels in 2025.

Economic Vitality & Business Climate

  • Regional Strength: 55% of respondents believe the Fox Cities economy will grow in 2025, while 39% expect stability, and only 6% foresee a decline.
  • National Concerns: There is cautious optimism about the national economy, with some concerns about a potential recession within the next year.
  • Capital Expansion: 22% of businesses plan expansions in 2025, 62% do not, and 16% remain unsure.

Challenges & Opportunities

  • Workforce Availability: Businesses struggle to find qualified talent, which remains a top concern.
  • Cost of Doing Business: While the Fox Cities remain competitive, rising costs pose challenges for some industries.
  • Housing & Market Access: Limited affordable housing and proximity to larger markets were cited as obstacles to business growth.

Perceptions of the Fox Cities: Quality of Life & Business Environment

  • Most respondents rate the Fox Cities as a good or excellent place to live and do business.
  • Strengths include a strong work ethic, municipal partnerships, and a balanced cost of living.


Perceptions of the Fox Cities: Net Promoter Score & Business Sentiment

  • Many businesses appreciate the area’s quality of life, workforce culture, and economic vitality, though concerns about workforce shortages and housing affordability persist.

The Fox Cities Chamber believes the 2025 Economic Outlook Survey highlights a generally positive but cautious outlook for the region. Businesses anticipate growth, but workforce challenges and housing concerns could impact long-term expansion.
