The Proposal Sparking Controversy about Development in the Apostle Islands

A proposal by Congressman Tom Tiffany aims at transforming the Apostle Islands National Lakeshore into a national park. But as Pat Kreitlow, host of UpNorthNews Radio explains, it may initially sound appealing. Yet, assessing the idea and why it is sparking controversy reveals concerns that could have profound implications for the region.

“The key difference between a national lakeshore and a national park lies in the level of development permitted,” Kreitlow says. “Tiffany’s proposal notably excludes Sandy Island from the national park designation, which could open the door for commercial development, including potential mining activities. This exclusion has raised alarms among local communities and environmental advocates who fear it may pave the way for destructive exploitation of the land.”

Tiffany is a Republican from Minocqua and represents the 7th Congressional District. It covers a large area of northwest and central Wisconsin. 

Critics are arguing the proposal lacks transparency and fails to involve the people most affected by the decision—residents of Bayfield County and the surrounding areas. The Apostle Islands hold significant cultural and spiritual value for the Red Cliff and Bad River tribal communities, who have not been consulted in this process.

The Bayfield County Board of Supervisors is currently working on a resolution to oppose Tiffany’s proposal. Leaders are pointing out concerns about the lack of funding for the National Park Service, the impact on local infrastructure, and the potential disregard for sovereign tribal rights. The small towns of Washburn, Bayfield, and Red Cliff are already facing challenges with affordable housing and limited resources. Some also worry about the strain increased tourism could put on their communities.

Residents and local officials instead are calling for more investments in affordable housing, sustainable development, and public education. U.S. Senator Tammy Baldwin secured more than $1 million for affordable housing in Ashland, and local leaders say it sets an example of the kind of support which benefits the region.

“In a broader context, the proposal also highlights the importance of protecting sacred lands and natural resources,” Kreitlow says. “Many see Tiffany’s plan as part of a larger trend of prioritizing short-term economic gains over long-term environmental and cultural preservation.”

As the debate unfolds, residents of Bayfield County and beyond are being encouraged to weigh in on the issue. And they’re being told their voices will be heard in the decision-making process. The future of the Apostle Islands, a place of immense natural beauty and cultural significance, could hang in the balance
